A card on the restricted list may be in a deck only once, instead of the usual 3 copies 901.5a. A deck with two copies isn’t legal, and the deck builder says so.
The list is a balance tool: cards move on and off it as playtests come in. Restricted is not unique: a unique card limits how many copies are on board, not in the deck.
No card is restricted at the moment.
